FUNCTIONING OF THE DEINFRA CORRUPTION SCHEME

When a bid is being planned by DEINFRA, William Ernst Wojcikiewicz informs the cartel formed by the companies associated with ACECON (Catarinense Association of Consulting Engineering) and SINAECO-SC (Union of Architecture and Engineering - Regional of Santa Catarina) the object of the work And the approximate value of the contract. In a bid, a company wins a technical note equal to the maximum possible, but in the other tender, this same company has a very low technical rating. The company is the same which presents the bids in the same documents demonstrating the technical training, but receives totally different technical notes. It is the scheme of corruption headed by William Ernst Wojcikiewicz in the working.



BYPASSING THE BIDDING LAW 8666/1993

The corrupt individuals take advantage of a loophole of the law of licitations number 8666/93 that allows the competition in the modality of better price and better technique. William Ernst Wojcikiewicz orders the technical note to have a weight of 70%, while the price has only 30% weight in the bidding. A better technique is a subjective concept, and in practice it is anything the corrupt individuals want.

Each price of the table corresponds to a composition where it should be made explicit what services, execution techniques and products are being paid. It is information that must be public and is published by all road agencies, such as DNIT, for anyone to verify.

In DEINFRA, William Ernst Wojcikiewicz does not publish or allow the compositions to be checked. It is in these compositions that he makes and maintains many of the great shenanigans, which propagate through all the works of the state government. Besides the fact that prices are overpriced, the absence of public compositions does not allow individuals to verify if the contractor executed what they were paid to do, if they used the correct techniques or if they were only part of the service.

In addition to the official referential price table there is another secret work, few know of its existence and it is also used to pay the contractors. The services and prices that are on this secret table are for the eyes of the few and from William Ernst Wojcikiewicz and his corruption partners.

William Ernst Wojcikiewicz will argue that the price list is only a benchmark and that contractors provide price discounts at the time of the bidding. It is another deception because, after winning the bid, all contractors make devious agreements with DEINFRA to modify the works and then charge everything for the full price of the table, without any discount. The head of the largest corruption scheme in Santa Catarina, tip collector and monthly payer for the Santa Catarina Court of Audit is WILLIAM ERNST WOJCIKIEWICZ Director of Planning and Projects of DEINFRA.
